Billy Lee Black, son of Jesiah Black, is a gunslinger so much like his father. His mother was killed by Reapers when he was a young boy, and was adopted, along with Primera (his sister), by Bishop Stone. He was raised to become a priest of the Ethos religion, and was later on trained to become an Etone, which job is to clean or purge the world from the Reapers, or Wels. Though he grew up hating his father for being absent when they needed him the most, he was trained by Jesiah during his early childhood, so technically speaking, his gun slinging techniques are that of his father, Jesiah. His being an etone is a task he willingly embrace as a means to avenge his mother's death while at the same time believing that he was doing a noble task. But, unbeknown to him, he was actually killing mutated people. This was later on revealed by Bishop Stone himself.

Billy built an orphanage to protect children that have been left alone like him and his sister. He was compelled to such kindness having known the feeling of what it's like to be abandoned. The children in return provide him support in his missions as they can send the Renmazuo gear immediately at his signal.

Billy embrace his Ethos faith wholeheartedly, but after the Ethos massacre and after retrieving some secret information about the Ethos from the Ethos' computers, and after learning from Stone about the Reapers, his views changed dramatically and he joined Fei's group to battle the organization behind the cloak of religion. Furthermore, he came to respect his father at the end.

Billy quiet an agile character, but he lacks defensive strength and he relies heavily on his guns. Another bad thing about him is that his guns has a tendency to run out of ammo, save for his carbine, which shoots ether bullets. And though the Carbines never run out of ammo, it can only store ether bullets, which can heal instead of damage, ether absorbing monsters. Once Billy runs out of ammo, he will no longer be able to fire his empty guns. Billy's ether spells are in the form of healing and support ethers only. He can heal the entire party and can even raise the dead. Like Citan, he also has a spell that can boost speed, and he has elemental ether shields that like Citan's, will improve defense against a particular element but will weaken defense against another element.

Attacks

Billy's attack has different combinations. The Triangle does a series of revolver attacks, Square execute carbine loaded with ether bullets attack so Square is an ether-imbued attack, and X makes use of the shotgun. Unlike most characters, however, the Triangle and X attacks has a tendency to run out of bullets, these would become unusable when it does.

Death Blows

Billy has 10 deathblows. Seven of them are standard deathblows and three of them ether-types. The three ether deathblows can only be learned after the Shevat event. (See Deathblow table for more info.)

Ether

Billy's Ether abilities are all in the form of Healing, and Support Ethers. He also has the ability to revive an ally from KO status and remove status ailments. His ether specials consume ether points or EP. He has no attack ethers at all. (See Ether Attack List.)
